Chair power: appointments and day-to-day control
Under state party rules, the county chair often holds significant practical power—especially when precinct seats are vacant. Vacancies may be filled by appointment rather than a primary election until the next cycle, which can concentrate influence in the chair’s office.

Precinct committeeman power: meetings and checks
Precinct committeemen (and vice committeemen) form the County Central Committee. Together they elect county officers and can call for meetings, vote on business, and set direction—when they organize and turn out.
When seats are filled and members use notice, quorum, and meeting rights under the rules, committeemen can check leadership and change who holds the four county officer posts at reorganization or by the processes the rules allow.
